Clearwater County will present a resolution at the spring Rural Municipalities of Alberta (RMA) conference addressing community peace officer (CPO) safety.
The resolution aims to propose a risk assessment study to the Public Safety and Emergency Services (PSES) department of the provincial government, to evaluate existing legislation related to peace officers.
For example, according to the Alberta Community Peace Officer: Law Enforcement Duty Risk Assessment & Mitigation Report, CPOs often have more daily interactions with community members than local police officers. As a result, they are exposed to greater risks, which can range from typical and friendly to threatening and dangerous.
A secondary resolution calls for the RMA to establish a committee to develop proposals for CPO programming. This includes granting CPOs access to the Canadian Police Information Centre (CPIC) and the Alberta First Responder Radio Communications System (AFRRCS), among other measures.
Legislative Coordinator Tracy Haight says neighboring Lacombe County has indicated it is interested in seconding the motion.
At the fall Alberta Municipalities Convention and Trade Show in Red Deer, the town of Strathmore presented a resolution asking the Alberta government to provide financial support to municipalities with populations under 3,000 for acquiring equipment needed to participate in the AFRRCS system.
Clearwater County also recently seconded a resolution from neighboring Mountainview County regarding changes to water license approvals, including the use of fresh water for fracking.
Additionally, Clearwater County presented a successful resolution at the March 2019 conference titled “Reinstatement of the Municipal Officer’s Expense Allowance.”
The spring RMA conference will be held from March 17 to 19 at the Edmonton Expo Centre.
