Now that the “dust has settled” following the Caroline amalgamation, Clearwater County council has revisited a proposal to build a paved trail around Caroline, as well as a dog park.
First proposed in October 2024 by a local, grassroots group called Caroline Community Trails, the project would see a 4.3 km “ring road” around the community. Since it would connect to existing sidewalks, only 3.25 km would need to be constructed coming in at a cost of around $518,000.
Additionally, the plan calls for a one to two acre dog park to be constructed on the southeast end of the hamlet complete with fences, waste receptacles, benches and other amenities.
Citing previous discussions with the Caroline Ag Society, Clearwater County Ag Services Director Matt Martinson mentioned a dog park was something identified as a need in the community.
Construction costs include not only the stretch of an 8 ft. wide trail, but also benches, brush clearing, garbage bins, trees, signage, as well as waste disposal costs during the construction process.
Martinson adds the trails are typically good value per recreation dollar spent. Additionally, he says the trails work well for Caroline’s demographic, as everyone from young children and families, to senior citizens can benefit.

Councillor Neil Ratcliffe hoped that “synergies” could be found between the trail project and a report that outlines capital projects that are in need of the county’s attention.
While supporting the project, Coun. Genny Mehlhaff cited research she read that says walking for 20 minutes a day, three times a week can reduce health complications later in life, thus lowering costs for health care at large.
Council’s next steps will be to direct administration to begin a public consultation effort that provides community members with more information about the project.
It also plans to meet with the Caroline Ag Society to discuss uses of the southeast recreation space, as well as the grassroots group proposing the trail.
