This is a candidate profile for Caroline resident Russell Barnett, who is running for Clearwater County council this fall, hoping to represent constituents in Ward 6.
Tell us a little about yourself, including how long you’ve lived in the area.
I’ve been living in the Caroline area for just about four years now. Before moving here, I lived in Cochrane, Bearspaw, and Calgary. I originally moved to Alberta in 1997 as part of the Albian Sands project, bringing my family with me. Over the years, we moved around a bit before I eventually retired and bought a house in Caroline to get out of the city.
Once I settled here, I started looking into the county’s financials because I’m a retired Chartered Professional Accountant. That led me to become more involved in local issues. I took an interest in matters like the solar project, broadband expansion, and land use bylaws. I realized I could contribute more effectively if I were directly involved on council. Now that I’m retired and can put my full focus into that.
Why do you want to run for council?
I’d like to improve financial transparency and increase the frequency of reporting. With many years of experience in administration and accounting, I understand backend systems, processes, and financial operations. I believe I bring a voice to council because I understand the backend.
I’m able to ask detailed financial questions. I’ll keep pursuing until I get those answers, because I know what’s available. So, fiscal transparency, frequency of reporting, and the efficient use of funds within the administration
What personal or professional experience would make you a good councillor?
Professionally, I’m a retired CPA with decades of experience in finance and administration. On a personal level, I’ve always been comfortable in leadership roles—whether that’s owning my own company or giving presentations in front of large groups.
If elected, what would be your top priorities?
One of my goals is to review the current capital projects underway in Clearwater County and examine the prioritization of future projects. I want to make ensure that the capital project priorities line up with the core missions of municipalities are.
“Stay in your lane,” and “no pet projects”. If there’s money around, great—but the main focus should always be on maintaining infrastructure and delivering essential services.
I want to ensure we’re prioritizing the spends within the municipality’s lane, and for the most benefit of citizens.
