Clearwater County is inviting residents to attend a series of open house events in early May as part of its ongoing rewrite of the Land Use Bylaw (LUB), a comprehensive update of regulations that guide land use and development across the county.
The sessions, running May 4–8, will offer residents a chance to learn about the proposed changes, ask questions, and share feedback. A virtual session will also be held May 8 at noon.
The rewrite marks the first major overhaul of the county’s LUB since 2001. Officials say the update is intended to align with Clearwater’s Municipal Development Plan, improve clarity and consistency, and make the bylaw easier to navigate.
Public engagement has become a focus following criticism from local residents and members of the Clearwater County Taxpayers’ Association (CCTA), who argue the draft goes too far and that outreach to date has been inadequate. Among the contentious points are proposed regulations around RV storage, shipping containers, and a complaint-based enforcement model.

County staff say public input has been integral to the process, with both a Public Advisory Committee and Council Steering Committee involved in shaping the draft, which has undergone several revisions.

Residents unable to attend can submit feedback online, by email at LUB@clearwatercounty.ca, or by mail to the county office.
The current draft of the LUB is available for review on the county’s website. Following the engagement sessions, a final version will be prepared and presented to council for consideration.
Clearwater County has also set up a website with FAQs (frequently asked questions) and a portal for public feedback.
