Caroline will be the site of a public hearing surrounding Clearwater County’s contentious Land Use Bylaw (LUB) rewrite.
Residents will have an opportunity to sound off on the proposed bylaw at a hearing Thursday July 24 at the Caroline Community Hub.
The bylaw (25/050), which passed first reading in council chambers on June 24, aims to make a number of updates to the county’s existing LUB, which was passed in 2001.
Regulations around renewable energy have been a key sticking point. Clearwater County amended the existing bylaw to include guidelines around renewables such as wind and solar. It provides guidelines such as setbacks, site cleanup, and where they can be located. The renewable guidelines were added to the 2001 bylaw; but if passed, they’ll also appear in the new LUB.

The new proposed bylaw aims to be more succinct, and provide more easily understood, consolidated land uses regulations throughout the county. It also provides guidance on subdivisions, enforcement, and efforts to maintaining the rural character and way of life in the county.
Residents, including members of the Clearwater County Taxpayers Association have raised concerns about a perceived lack of public engagement in the drafting process, as well as sections of the draft relating to things like RV storage, sea cans and property improvements.

Public open houses were held earlier in the spring in Nordegg, Rocky Mountain House, Caroline and Leslieville to help residents get a grasp of the proposed amendments.
For the July 24 public hearing, residents are invited to attend in person, virtually, or view on the county’s YouTube channel. Written submissions will also be accepted until July 22.
The public hearing gets underway Thursday July 24 at the Caroline Community Hub starting at 9 a.m.
