This is a candidate profile for Kevin Stalker who is running for Rocky Mountain House town council.
Please provide a little background on yourself, including how long you’ve lived in the area.
As of June 2024, I have been retired after 37 years as a Fish and Wildlife Enforcement Officer. My experience as one of three Superintendents for the Province of Alberta has provided me with a strong foundation in budget management, procurement and managing political relationships with numerous Ministers and members of the Alberta Government.
I have been a resident of Rocky Mountain House for over 20 years and recognize our town is the jumping off point and a premier location for outdoor recreation. I have been involved with the Rocky Taxpayers’ Association since inception, 2021. This role has afforded me an in-depth understanding of proposed budget expenditure and understanding where tax dollars are being spent.
Why do you want to run for council?
For over three years I have observed some members of Town Council endorse expenditures that don’t reflect the fiscal realities that we currently face as residents and taxpayers.
I believe in open dialog with you the residents and have the time and commitment to be fully available to you, prepare and engage all aspects of committee work and be present at council meetings. I have a great love for our community and believe Town Council needs to engage the public, County and our First Nations’ Community to develop a shared vision that will allow our community to develop new recreational facilities, attract new business opportunities and allow our children to thrive, grow and remain in Rocky Mountain House.
What personal or professional experience do you feel would make you a good councillor?
I have over 24 years of budget management experience. The Town budget is $28 million and I worked in conjunction with two other Superintendents managing $26 million for provincial delivery.
As an enforcement officer I spent my entire career mitigating conflict and building relationships with community, resource users and numerous other provincial agencies. I also spent ten years as a journeyman heavy duty mechanic which gave me a comprehensive understanding of Alberta’s apprenticeship programs.
As the President of the Taxpayers’ Association, I have developed an in-depth understanding of the current Town Budget.
If elected, what would be a few top priorities?
Building relationships with residents, businesses, service groups, Clearwater County, local First Nations, local School Boards, Members of the Legislative Assembly and Federal Members of Parliament.
I will focus on cost-benefit analysis as the foundation for decision making related to town expenditures and that these conversations take place during open council meetings.
