Caroline residents are invited to give their feedback on what they would like Clearwater County to focus on during two upcoming public engagement sessions.
As the dust continues to settle from amalgamation, the county will be drafting an Area Structure Plan (ASP) for the newly-formed hamlet, and residents can give their thoughts at a number of events:
- Feb. 3 in-person event at the Caroline Community Hub at 3 p.m.
- Feb. 3 in-person event at the Caroline Community Hub at 7 p.m.
- Feb. 5 online-only event
County officials say an ASP is a document that ensures sustainable and orderly future growth and development in the area. This is done through policy and mapping to ensure proposed land uses are compatible with adjacent land uses.
Dawson Connelly, development officer with Clearwater County says resident participation in these sessions is essential to shaping the future vision for the hamlet of Caroline.
He adds, the kick-off sessions at the HUB will feature interactive, workshop-style activities where residents can identify on maps their preferred locations for future residential and commercial growth. In doing so, he says that input will ensure the plan accurately reflects the community’s vision for the future.
Additionally, residents can complete an online ASP survey which asks questions such as “what are Caroline’s strengths?”, “what could be improved in Caroline?”, and “what are some areas that you think need more care/attention?”.
Deadline to complete the survey is Feb. 9.
Even before the ASP is drafted, county council has approved a long list of essential work in the community — particularly to shore up aging infrastructure such as upgrades and repairs of water and sewer infrastructure.

Along with essential infrastructure work, possible future projects include a revamp of the highway commercial area on the east end of town with a number of new lots proposed.
Another project currently being considered is a $10.3 million public works building.

ASPs were approved for hamlet development in Condor and Leslieville in the summer of 2023, and are available on the Clearwater County website.
