Caroline residents will see no immediate changes to their garbage pickup service after Clearwater County updated its Solid Waste Bylaw, maintaining the current curbside collection system.
Before amalgamation in 2025, the former village of Caroline had provided curbside garbage pickup for a number of years. The service has now been incorporated into Clearwater County’s waste management framework.
Taking on curbside collection is somewhat uncharted territory for the county, said Reid Williams, manager of Solid Waste and Recycling.
“Clearwater County has never had curbside collection,” Williams said, adding the more urban-style service comes with challenges, including balancing waste management needs between hamlet and rural residents.
Under the updated bylaw, Caroline residents will continue receiving regular household waste pickup using assigned carts. The bylaw also establishes clearer rules around cart placement, collection requirements and the number of carts allowed per household.

Residents will continue paying $25 per month for one 240-litre waste cart. Additional carts, if approved, will cost another $25 per month each.
The bylaw also allows Caroline residents to acquire an access card system for landfill and transfer station use. Caroline residents will receive two access cards at no annual cost, while additional or replacement cards will cost $35 each.
Small household waste loads brought to regional transfer stations will remain free of charge for residents, while larger loads and certain special waste items may have disposal fees.
The updated bylaw also outlines penalties for improper waste disposal, including fines ranging from $125 to $300 for first offences and up to $750 for repeat or more serious violations.
Clearwater County council unanimously approved the changes at its July 14 meeting, effectively repealing the former village of Caroline’s waste collection bylaw.
