A proposed land use amendment near the Caroline rodeo grounds would formalize its use for camping during the Bighorn Stampede Rodeo — and potentially pave the way for a new facility.
Clearwater County council gave first reading to a Land Use Amendment application from the Ricinus-Wooler Community Association to redesignate 39.5 acres north of the grounds from Agricultural District to Recreation-Major District.
The land could accommodate between 30 to 40 camping spots, and would accommodate large gatherings for functions such as weddings and reunions.
County officials stated that the application is consistent with the county’s Municipal Development Plan (MDP), which supports the development of recreation and tourism facilities in suitable locations.
The proposed area to be redesignated is predominantly flat, and consists primarily of cleared land. County documents show the area is partially developed, including water wells, and contains several accessory buildings that support the operation of the rodeo grounds.
A housekeeping item
Deputy Reeve Drew McKay made the motion to grant first reading, adding that the land is essentially already being used as a camping and gathering site anyway — especially during the Bighorn Stampede Rodeo.
With the rodeo now entering its 92nd year, and the land regularly utilized by campers for decades, Reeve Jordon Northcott likened the amendment to a housekeeping item.
County developer Adrian Clarke added that if council opts to redesignate the land, it would be more easily regulated under the appropriate land use designation.
Though Ricinus-Wooler Community Association president Terry Pengelley showed up to council chambers for first reading, there were no questions or concerns voiced, and the motion passed easily.
He adds, however, redesignating the land could lend to the association’s effort to potentially construct a new building on the plot, which could be used for everything from rodeo beer gardens to a wedding venue.
